Peking, September 25, 1908.
After the greatest trouble taken by Mr. Hillier, and frequent verbal representations to the Chinese authorities on my part, we have, with great difficulty, obtained the terms for the redemption loan contained in the telegram of to-day's date from Mr. Hillier to the Hong Kong and Shanghae Bank, and which will be forwarded by them to you.
If these conditions are refused, I feel sure that the result will be the immediate rupture of the negotiations by the Chinese.
